Manpower research is the one most uniquely military because its focus is on creating and centrally managing the Navy's large workforce. Manpower planning represents the 'invisible' first step that that must be taken prior to actually recruiting applicants.
Using projected requirements, new weapons platforms, and crewing needs of the future fleet, manpower planners project the size and composition of this future Navy force and estimate the resources needed to support it.
